A MOTION adopting an Aging Services Funding Policy for the use of county funds for senior programs in accordance with the King County framework policies for human services.

WHEREAS, the King County framework policies for human services specify that the county's local role in human services is to help ensure that residents of unincorporated areas (both urban and rural) have access to a broad spectrum of human services, and
WHEREAS, the framework policies further specify that the county may provide directly with county funds for those services to unincorporated residents who are considered a local responsibility, and
WHEREAS, the framework policies define services that are considered a local responsibility as those organized and delivered on a local basis such as family, youth, and senior social and recreation programs targeted at the general population, local food and clothing banks, and community specific information and referral. They prohibit the provision of such services solely for the benefit of residents of incorporated areas within the county, and
WHEREAS, the funding priorities for use of county current expense funds in the framework policies specify that local services for residents of unincorporated King County shall be provided according to need, and
WHEREAS, regional human services for seniors are the responsibility of the Area Agency on Aging and other regional providers of health, human services, housing and transportation, and
WHEREAS, the department of community and human services as the responsible agency for implementation of the framework policies for human services, shall continue to monitor the availability to unincorporated residents of regional services provided by agencies of King County, and
WHEREAS, the following policies are to be used to guide the use of county current expense funds to provide services for seniors:
