Title

AN ORDINANCE maintaining emergent need thresholds at current levels as established in the 2021-2022 biennium; and repealing Ordinance 19534, Sections 1, 4, and 5.

Body

STATEMENT OF FACTS:

1.  Adopted in 2022, Ordinance 19534 set thresholds for emergent need projects and transfers with an expiration date of January 1, 2025.  This ordinance repeals the expiration date and makes the change permanent.

2.  Ordinance 19534 was adopted at a time when inflation, particularly for construction materials, was high.

3.  During the 2023-2024 biennium, inflation remained relatively high in 2023, but stabilized somewhat during 2024.

4.  Price volatility remains a risk for King County capital projects.  The executive's 2025 Proposed Biennial Budget includes emergent need capital projects with proposed budget amounts that continue to justify the

higher thresholds enacted under Ordinance 19534.

                     BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:

                     SECTION 1.  Ordinance 19534, Sections 1, 4, and 5, are hereby repealed.
