Title
A MOTION authorizing the chair of the council to enter into a contract for an independent consultant to provide an assessment of the effectiveness of the wastewater treatment division's productivity initiative for the wastewater program.
Body
WHEREAS, the metropolitan King County council adopted Ordinance 14941 in 2004 to conduct an assessment of the productivity initiative for the wastewater program by the King County auditor, and
WHEREAS, the council-adopted 2010 work program of the auditor's office includes the review of productivity initiative of the wastewater program, and
WHEREAS, the county's procurement services office issued a request for proposals to provide consulting services, and
WHEREAS, a request for proposals evaluation committee, comprised of county auditor staff and wastewater treatment division staff evaluated the proposals, conducted interviews and unanimously determined that the proposal from FCS Group best meets the selection criteria outlined in the request for proposals, and
WHEREAS, the county auditor also reviewed the evaluation committee's selection process and recommendation, and determined that FCS Group has the qualifications and expertise to conduct key technical analysis as part of an assessment of the wastewater treatment division's productivity initiative for the wastewater program, and recommends council approval of FCS Group, and
WHEREAS, Motion 10651, Section III, as amended, and OR 1-020 requires the council to authorize the council chair to sign any contracts in excess of twenty-five thousand dollars in the legislative branch;
NOW, THEREFORE, BE IT MOVED by the Council of King County:
The chair of the metropolitan King County council is authorized to enter into a contract, substantially in the form of Attachment A to this motion, in an amount not to exceed fifty-five thousand dollars with FCS Group to provide key technical analysis as part of an assessment of the wastewater treatment division's productivity in...
