AN ORDINANCE relating to King County's open space system; adopting the 2010 King County Open Space Plan: Parks, Trails, and Natural Areas as functional plan to implement the policies of the King County Comprehensive Plan in accordance with the Washington State Growth Management Act; and repealing Ordinance 14966, Section 1.

STATEMENT OF FACTS:
1.  King County government continues to transition from its historical role as a provider of a wide range of open spaces in both the urban and rural areas of the county.  The 2010 King County Open Space Plan:  Parks, Trails and Natural Areas updates existing plans and provides clear policies to guide the future of the open space system; provides consistency with other county plans; and establishes eligibility for Washington State Recreation and Conservation Office grant funding.
2.  The plan is consistent with the countywide planning policies and the King County Comprehensive Plan.
3.  The plan is consistent with the Phase II Parks Business Plan and parks omnibus ordinance, Ordinance 14509, approved November 21, 2002.
4.  The plan is consistent with Ordinance 15750 and 15760 related to funding of the system.
5.  Adoption of the plan will allow King County to apply for state and federal grants for open space acquisition, development and restoration, thereby leveraging county funds.
6.  The environmental impacts of the plan were considered in an environmental checklist and a determination of nonsignificance was issued on April 8, 2010.
BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
      SECTION 1.  The 2010 King County Open Space Plan:  Parks, Trails and Natural Areas, Attachment A to this ordinance, is adopted and declared to be the principle
document guiding the future of the county open space system.
      SECTION 2.  Ordinance 14966, Section 1, is hereby repealed.
