Title
A RESOLUTION approving an interlocal agreement with the city of North Bend regarding the Flood Conveyance North Bend Project.
Body
WHEREAS, on August 19,2020, the King County Flood Control District ("the District") Executive Committee approved the Middle Fork Snoqualmie River Corridor Planning and Capital Investment Strategy ("the Middle Fork CIS") as policy guidance; and
WHEREAS, the Middle Fork CIS identifies channel modifications, enhancements and culvert improvements as potential tools to be considered in developing a comprehensive flood risk reduction strategy to protect homes and infrastructure affected by overflow originating from the Middle Fork Snoqualmie; and
WHEREAS, the City of North Bend ("North Bend") operates and maintains drainage structures within its jurisdiction including overflow channels originating from the Middle Fork Snoqualmie River; and
WHEREAS, these drainage structures were identified in the 2014 City of North Bend Stormwater Comprehensive Plan Update. The focus of the analysis was to determine what improvements were needed to convey the twenty-five-year flow through the drainage system. The report noted that capacity is currently limited at roadway culverts to less than a two-year level of service; and
WHEREAS, North Bend and the District desire to conduct a comprehensive flood risk reduction strategy at this location along the overflow channels originating from the Middle Fork Snoqualmie River to reduce the recurrence of flooding in the area ("the Project"); and
WHEREAS, the Project is included in the District's 2022 and 2023 annual budget, in a total amount of $298,915 to advance the Project to thirty percent design; and
WHEREAS, North Bend has agreed to serve as the District's service provider for the Project;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF THE KING COUNTY FLOOD CONTROL DISTRICT:
