AN ORDINANCE approving the grant funding allocation for the projects funded through the 2020-2025 parks, recreation, trails and open space levy grant program, Round 1, in accordance with Ordinance 18890, Motion 15378, Ordinance 19166 and the 2021-2022 Biennial Budget Ordinance, Ordinance 19210, Section 93.

STATEMENT OF FACTS:

1.  Ordinance 19166 established grant award criteria and the process for the King County parks, recreation, trails and open space levy grant programs, as well as the proposed composition of advisory committees in accordance with Ordinance 18890, Section 7, Motion 15378, Section F, and Attachments A, B, D and E to Motion 15378.

2.  Ordinance 18890, which took effect May 13, 2019, called for a special election to authorize the King County parks, recreation trails and open space levy.  On August 6, 2019, King County voters approved the levy, which included funding for various grant programs including parks capital and open space, and aquatics facilities.

3.  The targeted equity grant program under Attachment B to Ordinance 19166 will provide funding for a range of projects, including capacity building, such as community outreach and planning; land acquisition in opportunity areas or areas that serve a community of need; capital projects or programs in underserved areas; and projects providing access to parks, open spaces, or recreational opportunities for people with disabilities.  The goal of the program is to increase access and use of parks, open spaces, recreational facilities, and related programming in underserved areas.

4.  The targeted equity grants advisory committee convened in the winter of 2022 to review and score grant proposals and has recommended funding for the projects listed in section 1 of this ordinance, based upon the eligibility and additional criteria set forth in Attachment B to Ordinance 19166.

5.  These recommendations reflect round 1 of what is expected to be a three-round grant cycle over the course of the levy.  The second round of grants is expected to begin in 2023, and the third and final round of grants is expected to begin in 2024.

                     BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:

                     SECTION 1.  The King County council authorizes the funding of targeted equity grant projects for Round 1, 2022, totaling $3,200,000, as follows:

                     A.  African Community Housing & Development:  $125,000 for "African Diaspora Cultural Anchor Village";

                     B.  Africatown Community Land Trust:  $118,000 for "Art Project at Africatown Plaza";

                     C.  Community Land Conservancy:  $150,000 for "Building Capacity and Partnerships to Help Communities Thrive in Place";

                     D.  Comunidad Latina de Vashon:  $225,000 for "Verde: Recreation and Open Space Redefined by Latino Culture & Joy";

                     E.  East African Community Services:  $183,000 for "Generation Green";

                     F.  Empowering Youth and Families Outreach:  $125,000 for "PlayScape at The Flourish";

                     G.  Eritrean Health Board:  $150,000 for "Injera - Connecting Generations and Building Capacity";

                     H.  Estelita's Library:  $90,300 for "Bathroom and Pocket Park Build Out";

                     I.  Ethiopian Community in Seattle:  $41,874 for "Intergenerational Connections in Green Spaces";

                     J.  Garfield Super Block:  $209,837 for "Garfield Super Block";

                     K.  Inspired Child:  $166,700 for "Inspired Child Healthy Parks and Communities Project";

                     L.  Kandelia:  $131,653 for "Soccer Program for Recent Immigrant and Refugee Students";

                     M.  Marvin Thomas Memorial:  $15,736 for "The Outside Project";

                     N.  Para Los Niños:  $125,000 for "PLN Outdoor Engagement & Advocacy Project";
