STATEMENT OF FACTS:

1.  King County Ordinance 14509 authorized the department of natural resources and parks to create new public recreation opportunities by empowering user groups, sports associations and community organizations to develop mutually agreed upon capital improvements for public recreation facilities on King County land, and thereby address either or both regional and rural recreation needs without increasing tax-funded operations and maintenance costs.

2.  In 2013, in accordance with Ordinance 17739, King County and Northshore Athletic Fields, a Washington state nonprofit corporation, entered into a thirty-year use agreement for the continued use of the athletic field complex at the Northshore Athletic Fields, as well as, mutually agreed upon site improvements.

3.  Phase 1 of the site improvements included the conversion of two baseball infields to synthetic turf, a new restroom, plaza area and related infrastructure.  Those improvements were completed in 2016.

4.  Phase 2 of the site improvements, include the conversion of a third baseball infield to synthetic turf, a new playground and related infrastructure.

5.  The parks and recreation division of the department of natural resources and parks is proposing a $423,000 community partnership grant be awarded to the Northshore Athletic Fields towards Phase 2 improvements from moneys already appropriated for grant purposes.

6.  The thirty-year agreement must be amended to approve Phase 2 and award grant moneys.

                     BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:

                     SECTION 1.  The King County executive is hereby authorized to execute an amendment to the thirty-year use agreement with Northshore Athletic Fields, authorized by Ordinance 17739, substantially in the form of Attachment A to this ordinance.  The

executive may execute such other documents that are necessary or convenient to carry out the purposes of this ordinance.
