AN ORDINANCE authorizing the county executive to enter into an agreement between King County and the Washington state Department of Ecology for litter emphasis policing patrols.

STATEMENT OF FACTS:
1.  According to the state Department of Ecology, more than sixteen million pounds of "stuff" are tossed and blown onto interstate, state and county roads every year in Washington state.
2.  The need for increased educational and enforcement campaigns was never clearer than following the 2004 accident involving Maria Federici, who was critically injured from an unsecured load.
3.  The Washington state Department of Ecology desires to provide litter emphasis policing patrols during April 13 through 30, 2007, on roads in and around King County recycling and transfer stations, and possibly extending throughout the county.
4.  Through the proposed litter emphasis patrols, the sheriff's office can help to protect our citizens from driving hazards while also protecting our environment.
5.  The county has the ability to provide these policing and law enforcement services.
BE IT ORDAINED BY THE COUNCIL OF KING COUNTY
      SECTION 1.  The county executive is authorized to execute an agreement,
 
substantially in the form attached to this ordinance, with the Washington state Department of Ecology to provide litter emphasis policing patrols.
