A MOTION authorizing the chair of the council to execute a contract for the coordination of the independent review of the solid waste transfer and export system plan.

      WHEREAS, the regional leadership of the county solid waste management community, pursuant to the direction of the King County council provided for in 2004's Ordinance 14971, has been engaged in an extensive, multiyear process to prepare for the closure of the Cedar Hills landfill and the export of the region's solid waste stream upon its closure, and
      WHEREAS, in directing this process through Ordinance 14971, the council emphasized the participation of stakeholder interests, represented by the metropolitan solid waste management advisory committee, the solid waste advisory committee and the interjurisdictional technical staff group in preparation and review of planning and reporting processes leading to the development of a solid waste export plan for council adoption, and
      WHEREAS, Ordinance 14971 also called for an independent review of the assumptions, strategies and remaining issues of the proposed plan as a check of the direction and validity of the proposed plan, and
      WHEREAS, stakeholder groups have undertaken to identify and propose questions and focus areas that should be the subject of review by that independent review process, and
      WHEREAS, such groups have indicated support of the preliminary Solid Waste Transfer and Export System Plan, but have qualified that support upon the results of the independent review process, and
      WHEREAS, the process envisions the convening of an expert panel which would be supported with appropriate background materials and planning information, and which would be assembled for review and discussion of the preliminary plan and the identified questions, and
      WHEREAS, funding has been set aside by the council to support the retention of a consultant to coordinate this process, to assure appropriate objectivity and procedural integrity, and
      WHEREAS, a draft request for [roposals has been prepared and circulated, which anticipates that the consultant will coordinate a robust but expeditious process to assemble an expert panel for independent review, and
      WHEREAS, the scope of work for the consultant includes review of relevant documents and proposed questions, engagement in discussions with stakeholders and staff,  design of analyses to evaluate questions and synthesize divergent positions, direction for county staff on modeling or computational analyses and completion of a written report summarizing findings and recommendations, and
      WHEREAS, a qualified and appropriate vendor has now been identified and selected;
      NOW, THEREFORE, BE IT MOVED by the Council of King County:
      The chair of the council is authorized and directed to execute an agreement with the selected vendor to undertake the coordination of the independent review process
 
provided for in Ordinance 14971, according to the provisions of the request for proposals as attached to this motion.
