AN ORDINANCE making a supplemental appropriation of $598,141 to various operating and capital funds to provide the appropriate level of appropriation authority; amending the 2006 Budget Ordinance, Ordinance 15333, Sections 37, 91, 101, 106 and 114 as amended, and Attachment B, as amended.

BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. From the current expense fund there is hereby approved and adopted a total of $294,943 to current expense fund agencies. From various non-current expense funds there is hereby approved and adopted $303,198 to various non-cx agencies.
SECTION 2. Ordinance 15333, Section 37, as amended, is hereby amended by adding thereto and inserting therein the following:
INTERNAL SUPPORT - From the current expense fund there is hereby appropriated to:
Internal support $294,943
SECTION 3. Ordinance 15333, Section 91, as amended, is hereby amended by adding thereto and inserting therein the following:
I-NET OPERATIONS - From the I-NET operations fund there is hereby appropriated to:
I-Net operations $14,153
The maximum number of additional FTEs for I-Net operations shall be: 1.00
SECTION 4. Ordinance 15333, Section 101, as amended, is hereby amended by adding thereto and inserting therein the following:
OFFICE OF INFORMATION RESOURCES MANAGEMENT - From the information resource management fund there is hereby appropriated to:
Office of information resources management $18,562
The maximum number of additional FTEs for office of information resources management shall be: 1.00
SECTION 5. Ordinance 15333, Section 106, as amended, is hereby amended by adding thereto and inserting therein the following:
ITS - TECHNOLOGY SERVICES - From the information and telecommunication - data processing fund there is hereby appropriated to:
ITS - technology services $270,483
The maximum number of additional FTEs for ITS - technology services shall be: 10.00

Of this appropriation, $1,000,000 shall not be expended until the executive submits to the council and the council has approved by motion a vision and goals statement((, a quantifiable business case)) and an executive recommendation for implementing a reorganization of information technology functions countywide.
((The business case shall include at least two options for reorganizing information technology functions countywide: a status quo option and an option with some level of centralization based on the primary criterion of cost savings and effectiveness. The business case shall also include a quantifiable cost-benefit analysis and a countywide information technology organizational structure for each option. The business case shall include a preferred option and identify the criteria used to select the preferred option. The primary criterion used in selecting the executive recommendation shall be based on cost savings.))
The executive shall submit the information technology reorganization vision and goals statement, ((quantifiable business case,)) executive recommendation and a proposed motion by March 1, 2006, in the form of 11 copies with the clerk of the council, who will retain the original and will forward copies to each councilmember and to the lead staff for the labor, operations and technology committee or its successor.
By June 2, 2006, the executive shall submit a quantifiable business case for implementing a reorganization of information technology functions countywide. The business case shall include at least two options for reorganizing information technology functions countywide: a status quo option and an option with some level of centralization based on the primary criterion of cost savings and effectiveness. SECTION 6. Ordinance 15333, Section 114, as amended, is hereby amended by adding thereto and inserting therein the following:
From capital improvement project funds there is hereby appropriated and authorized to be disbursed the following amounts for the specific projects identified in Attachment A to this ordinance.
