BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. Findings.
A. The cities of Beaux Arts, Bellevue, Burien, Carnation, Covington, Duvall, Kenmore, North Bend, Redmond, Sammamish, Shoreline, Skykomish, Snoqualmie and Woodinville ("cities") currently contract with King County for local district court services.
B. The current interlocal agreement for district court services between King County and the contract cities expires on December 31, 2006.
C. The district court operational master plan, which was completed in April 2005 and approved by the King County Council on May 31, 2005, was developed by a broad group of stakeholders including representatives from contracting cities.
D. The operational master plan sets the long-term direction for: a unified, countywide district court; the provision of quality, accessible and efficient justice services; and utilizing existing facilities so long as they, among other conditions, promote system efficiencies, quality services and access to justice.
E. The county and the cities in negotiating this agreement created a long-term arrangement that allows the county to recover its costs, supports the directions outlined in the operational master plan, provides structures for all parties to communicate regularly and resolve issues and recognizes specific circumstances under which either party as a last resort can terminate the agreement.
SECTION 2. The county executive is hereby authorized to execute an interlocal agreement with the cities of Beaux Arts, Bellevue, Burien, Carnation, Covington, Duvall, Kenmore, North Bend, Redmond, Sammamish, Shoreline, Skykomish, Snoqualmie and Woodinville, and any other cities who desire to contract with King County district court
