WHEREAS, the office of information resource management has the duty under K.C.C. 2.16.035I to identify and establish short-range, mid-range and long-range objectives for information technology investments in the county and to prepare and recommend for council approval a county information technology strategic plan, and
WHEREAS, on March 28, 2005, the metropolitan King County council adopted Motion 12097 that requested the county executive to transmit by July 13, 2005, the King County Strategic Technology Plan for 2006 through 2008 for its approval by motion. Furthermore, Motion 12097 stated that the King County Strategic Technology Plan shall include a section of King County's ongoing efforts to offer e-government services, including expanded e-commerce services to the public and shall include a section on implementation of stage three for the law, safety and justice strategic integration program, and
WHEREAS, on July 7, 2005, the King County executive sent a letter to the chair of the metropolitan King County council stating that the request to transmit the strategic technology plan by July 13, 2005 does not allow for a complete review and endorsement process through the technology governance process. And, furthermore, stated that the strategic technology plan would be transmitted to council for its review and approval by motion no later than August 31, 2005, and
WHEREAS, an updated 2006-2008 draft of the plan was developed with input from governance members, and
WHEREAS, a revised version of the plan was drafted for the Strategic Advisory Council based on governance members' input and feedback, and
WHEREAS, on July 20, 2005, the strategic advisory council endorsed the plan (with one member abstaining) after their two main concerns regarding operational autonomy and human resources were addressed satisfactorily, and
