AN ORDINANCE approving the King County Water District No. 20 Comprehensive Water System Plan.

PREAMBLE:
K.C.C. chapter 13.24 requires approval of comprehensive plans for water utilities as a prerequisite for granting right-of-way franchises and approval of right-of-way construction permits.
RCW 43.20.260 requires that water system plans for any new industrial, commercial, or residential use are to be consistent with the requirements of any comprehensive plans or development regulations adopted under chapter 36.70A RCW or any other applicable comprehensive plan, land use plan or development regulation adopted by a city, town or county for the service area.
King County Water District No. 20 currently provides water service to approximately 30,000 residents and several schools and businesses. The Water District is located in the southwest portion of King County.
The Water District obtains its water from Seattle Public Utilities. The average annual water demand is currently 3.3 million gallons per day. The demand is projected to increase to about 4.0 million gallons per day in 2025, assuming a modest water conservation reduction of one percent per year.
King County Water District No. 20 is planning a capital improvement program valued at nearly $12,400,000. The capital improvements proposed include modifications to the storage and distribution systems.
The King County utilities technical review committee ("UTRC") reviewed and conditionally approved the plan on November 10, 2004. The majority of the conditions of approval have been met in the plan copies attached to this ordinance. The UTRC recommends that the King County council approve the plan with the condition that the Water District provide the council with copies of a water conservation rate study before the submittal of a revised comprehensive water system plan.
A determination of nonsignificance for the plan was issued by the King County Water District No. 20 on December 31, 2003 ...
