Title
AN ORDINANCE requiring air carriers providing scheduled passenger service at King County International Airport to pay all facilities or operations costs related to providing such a service.

STATEMENT OF FACTS:
1.  King County International Airport ("KCIA") is one of the nation's busiest general aviation airports, and its operations are expected to increase by fifty percent over the next two decades.
2.  KCIA is an urban airport and is surrounded by Seattle neighborhoods.
3.  KCIA sits upon a very restricted piece of land and its ability to expand or grow is very constrained.
4.  King County recently adopted a new master plan for KCIA which identifies the best configuration of its facilities and users on its limited space over the next twenty years.
5.  Seattle residents are greatly impacted by noise generated by operations at KCIA.
6.  The Federal Aviation Administration has recently approved an extensive Noise Reduction Plan for KCIA featuring eleven noise reduction remedies to help combat the noise impact experienced by residents.
7.  Adding commercial passenger service to KCIA could increase the noise impacts residents currently experience, as well as impact the operations of those businesses and tenants already located at KCIA.
      BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
      SECTION 1.  Any air carrier certified under 49 U.S.C. Sec. 41102 requesting to provide scheduled passenger service at King County International Airport shall pay all costs, except those costs that can be paid for by federal or other grants, associated with the accommodation of such carrier's operations at the airport including supporting
 
infrastructure on or off the airport and operating costs directly related to the provision of services to the carrier.
