Title
A MOTION approving the analysis of public and private options for ownership and operation of transfer and intermodal facilities report and establishing January 30, 2006, as the date the report on the preliminary transfer and waste export facility recommendations, and estimated system costs, rate impacts and financial policy assumptions, shall be submitted to the King County council.
Body
      WHEREAS, King County has adopted Ordinance 14971 relating to the timing for planning for waste export and annually reporting the solid waste division's progress toward meeting objectives identified in the Comprehensive Solid Waste Management Plan, and
      WHEREAS, Ordinance 14971 requires the development of four milestone reports leading up to the transmittal of the Waste Export System Plan, and
      WHEREAS, the first milestone report on the transfer system evaluation criteria and standards was reviewed and approved by the regional policy committee, the natural resources and utilities committee and the King County council, and
      WHEREAS, the second milestone report on the analysis of transfer system needs and capacity was reviewed and approved by the regional policy committee, the natural resources and utilities committee and the King County council, and
      WHEREAS the motion approving the report on the analysis of transfer system needs and capacity set June 30, 2005, as the date the report on the public and private options for ownership and operation of transfer and intermodal facilities shall be transmitted to the King County council, and
      WHEREAS, Ordinance 14971 formalized the collaboration of staff from the cities, the solid waste division and the King County council by creating the interjurisdictional technical staff group and the metropolitan solid waste management advisory committee, and
      WHEREAS,  the metropolitan solid waste management advisory committee, the interjurisdictional technical staff group and the King County solid waste advisory committee have worked with the solid waste division to develop the analysis of options for public and private ownership and operation of transfer and intermodal facilities report, and
      WHEREAS, the interjurisdictional technical staff group has reviewed the analysis of options for public and private ownership and operation of transfer and intermodal facilities report, and
      WHEREAS, the metropolitan solid waste advisory committee and the King County solid waste advisory committee have reviewed and approved the  analysis of options for public and private ownership and operation of transfer and intermodal facilities report, and
      WHEREAS, the analysis of options for public and private ownership and operation of transfer and intermodal facilities report has been reviewed by the commercial collection companies, and
      WHEREAS, the analysis of options for public and private ownership and operation of transfer and intermodal facilities report has been transmitted to all cities participating in the county solid waste management system and the solid waste interlocal forum, and
      WHEREAS, Ordinance 14971 requires that the timeline for submittal of each subsequent milestone report be identified in each preceding milestone motion;
      NOW, THEREFORE, BE IT MOVED by the Council of King County:
      The analysis of options for public and private ownership and operation of transfer and intermodal facilities report, in the form of Attachment A to this motion, is hereby
approved, with the understanding that Table 1 (Characteristics Matrix for Future Public or Privately-Contracted Solid Waste System) will be further refined prior to the preparation of the preliminary transfer and waste export facility recommendations report.  
 
By January 30, 2006, the executive shall transmit to the clerk of the council a motion, with the preliminary transfer and waste export facility recommendations report, for council approval of the report.  The executive shall file fifteen copies of the motion and report with the clerk of the council, for distribution to all councilmembers and the lead staff of the natural resources and utilities committee or its successor.
