AN ORDINANCE authorizing the director of department of executive services to enter into an interlocal agreement with the state of Washington, Department of Social and Health Services, regarding the demolition of buildings on the state's Fircrest campus, which formerly housed the county's North Rehabilitation Facility.

STATEMENT OF FACTS:
1. There is an existing lease agreement between King County and the state of Washington, which obligates the county to demolish the county structures on state land.
2. The county structures to be demolished are contiguous and interconnected with state structures.
3. The county structures are considered historic in the context of the larger campus setting which requires historic documentation prior to demolition.
4. The condition of deterioration of both county and state buildings is such that demolition of only the county buildings is impractical.
5. The state desires to contribute to the costs of site recovery and historic documentation related to the demolition of county buildings.
6. It is in the best interest of the county and the state to work together to combine similar work for the purpose of obtaining better bid prices.
7. It is in the best interest of the county and state to work together to demolish as many buildings as possible with the available budget.
8. The metropolitan King County council has appropriated capital improvement program ("CIP") funds for the county's portion of the proposed work.
9. The parties are authorized to enter into this agreement pursuant to chapter 39.34 RCW, the Interlocal Cooperation Act.
BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. The director of the department of executive services is hereby authorized to enter into an interlocal agreement with the State of Washington,
