Title
AN ORDINANCE approving the Preston Industrial Park Water Association Water System Plan.

PREAMBLE:
K.C.C. chapter 13.24 requires approval of comprehensive plans for water utilities as a prerequisite for granting right-of-way franchises and approval of right-of-way construction permits.
The Preston Industrial Park Water Association currently provides water service to the commercial and industrial businesses in the Preston Industrial Park and twelve homes. The association is located in unincorporated King County along Interstate 90 and near the town of Preston.
The association obtains its water from two wells, one for normal supply and one for emergency uses. The water is filtered and chlorinated prior to use. The average annual water demand is currently twenty-five thousand gallons per day. The demand is projected to increase to about thirty-nine thousand gallons per day when the industrial park is fully developed.
The association has a long history of troubled operation, including failing wells, lack of water rights, poor water quality, inadequate system documentation, and inadequate communication with state and local agencies. These issues have now been resolved, and implementation of the plan will ensure a well-managed and viable system in the future.
The King County utilities technical review committee ("UTRC") reviewed and conditionally approved the plan on October 8, 2003. The conditions of approval have been met in the plan copies attached to this ordinance. The UTRC recommends that the King County council approve the plan.
A determination of nonsignificance for the plan was issued by King County on behalf of the association on September 21, 2004, in accordance with the state Environmental Policy Act. The Washington state Department of Health has approved the plan.
