AN ORDINANCE approving the Union Hill Water Association Comprehensive Water System Plan.

PREAMBLE:
K.C.C. chapter 13.24 requires approval of comprehensive plans for water utilities as a prerequisite for granting right-of-way franchises and approval of right-of-way construction permits.
The Union Hill Water Association currently provides water service to six thousand five hundred residents and several schools and businesses. The association is located east of the city of Redmond in rural King County.
The association obtains its water from a well and an intertie with the city of Redmond. Additional wells are available for emergency use. The average annual water demand is currently eight hundred ninety thousand gallons per day. The demand is projected to increase to about nine hundred thirty-five thousand gallons per day in 2024, assuming a modest water conservation reduction of one-half percent per year.
The association is currently in moratorium because its instantaneous water rights are not sufficient to meet its peak demands, although its annual water rights are sufficient for the next twenty years. The association intends to address this peak day supply constraint through construction of additional storage.
The association is proposing a twenty-year capital improvement program valued at nearly $19,000,000. The capital improvements proposed include modifications to the storage, treatment, and distribution systems.
The King County utilities technical review committee ("UTRC") reviewed and conditionally approved the plan on March 10, 2004. The conditions of approval have been met in the plan copies attached to this ordinance. The UTRC recommends that the council approve the plan.
A determination of nonsignificance for the plan was issued by King County on behalf of the association on September 21, 2004, in accordance with the state Environmental Policy Act.
