WHEREAS, in 1995, the King County International Airport (KCIA) initiated development of a master plan for the airport with the goal of providing flexible planning guidelines, consistent with Federal Aviation Administration (FAA) guidance, for future airport development which will satisfy aviation safety and demand in a financially feasible manner, while at the same time addressing related aviation and environmental issues, and
WHEREAS, in October 1998, the county council adopted Motion 98-260 adding the environmental assessment/environmental impact statement ("EA/EIS") to the master plan scope of work and requesting a delay in the process until substantial completion of a Part 150 Noise and land use compatibility study, and
WHEREAS, during 2000 and 2001, the FAA further delayed the master plan development to evaluate conditions associated with the runway safety area, including compliance alternatives, and
WHEREAS, on July 25, 2001, the FAA accepted the draft master plan and the runway safety area solution, the airport initiated the EA/EIS process, and
WHEREAS, on October 15, 2002, the county council adopted the Part 150 Noise Study recommendations with a proviso for further study of several concerns. During February 2003, the county council reviewed the issues that had been the subject of further study and determined that no further action was necessary, and
WHEREAS, on December 12, 2003, the FAA accepted the new terminal area forecast and the airport prepared a comprehensive update of the EA/EIS based on the new long range aviation activity forecast, and
WHEREAS, the draft airport master plan proposes to continue to support a large variety of aircraft and diverse tenant base, including the Boeing Company, as well as bring the runway safety area into complianc...
