BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. There is hereby approved and adopted a supplemental appropriation of $8,680,000 to the solid waste construction fund for the purpose of purchasing the Fisher Flour Mill property on Harbor Island.
SECTION 2. Ordinance 14517, Section 118, as amended, is hereby amended by adding thereto and inserting therein the following:

SECTION 3. As a matter of policy, King County supports a strategic approach that fosters competition for waste disposal service. The council shall obtain an additional independent, third-party review of competitive alternatives to the intermodal rail facility initially proposed by the executive, with service options including, but not limited to:
A. Contracting with a locally owned, intermodal rail facility operator providing transportation services for commodities independent of the major waste hauling and disposal firms;
B. Contracting with existing municipal operators presently exporting wastes from the central Puget Sound region;
C. Contracting with municipal entities in eastern Washington to provide direct disposal services for King County waste; and
D. Contracting with major waste hauling and disposal firms capable of providing waste export service.
