A MOTION related to formation of a park and recreation district under chapter 36.69 RCW; acknowledging receipt of a petition for formation of the Finn Hill Park and Recreation District and fixing a date and time for a public hearing on the petition.
Body
      WHEREAS, the records, elections and licensing division has transmitted to the council a petition for formation of the Finn Hill Park and Recreation District under chapter 36.69 RCW and certification that the petition contains a sufficient number of signatures of qualified persons, and
      WHEREAS, the petition for the formation of the Finn Hill Park and Recreation District was filed for the purpose of operating and maintaining such park and recreational facilities as its board may undertake, and
      WHEREAS, the petition calls for the setting of a ballot measure for the approval of a six-year regular property tax levy to fund the park district operations, and
      WHEREAS, King County has a severe budget crisis that threatens the maintenance and operation of parks including, but not limited to, those within the proposed district boundaries, and
      WHEREAS, King County has made substantial investments in the infrastructure of parks within the proposed district boundaries and wishes to facilitate citizen initiatives that would provide methods and funding to keep parks open for public use, and
      WHEREAS, the metropolitan parks task force has recommended that the county refocus its long-term vision for its park system and seek new ways of doing business, and
      WHEREAS, the metropolitan King County council, in May 2002, identified a series of strategies to address the fiscal crisis in the parks, including the exploration of all reasonable alternatives to keep county parks and recreational facilities open to the public, and
      WHEREAS, chapter 36.69 RCW provides that the council shall designate the name of the proposed district and eliminate any lands from its boundaries that it finds will not be benefited by inclusion therein;
      NOW THEREFORE, BE IT MOVED by the Council of King County:
      A public hearing on the petition for formation of the Finn Hill Park and
 
Recreation District, as required by RCW 36.69.040, shall be held on August 19, 2002, at 1:30 p.m.
