      WHEREAS, the King County sheriff's office operates a child find unit to locate missing children, and
      WHEREAS, Operation Lookout, a private nonprofit organization with no contractual relationship with the county, is hosting a symposium in Victoria, Canada, in April 2002, and
      WHEREAS, Operation Lookout is thoroughly impressed with the services provided by the sheriff's office child find unit and wishes to support their efforts in this time of tight budgetary concerns, and
      WHEREAS, Operation Lookout voluntarily, without coercion or inducement, is offering to cover the registration fees and lodging costs for attendance by a sheriff's office child find unit detective, with an estimated cost of three hundred twenty-five dollars, and

      WHEREAS, this donation is intended neither to influence a particular county action, nor to affect the performance of official duties and responsibilities by King County sheriff's deputies, and
      WHEREAS, King County government is a charitable organization as defined by the federal Internal Revenue Service and King County as an entity can accept gifts;
