A MOTION approving the proposed listing of pilot rehabilitation projects for the Regional Infiltration/Inflow Control Program, an element of the Regional Wastewater Services Plan.

WHEREAS, the Regional Infiltration/Inflow (I/I) Control Program was established as part of the Regional Wastewater Services Plan (RWSP) to reduce the amount of inflow and infiltration that flows into component agencies' local collection systems, thereby reducing the costs of conveying and treating this flow and potentially providing environmental benefits to water quality, water quantity, stream flow, wetlands, or habitat for threatened or endangered species, and
WHEREAS, the RWSP requires in I/I Policy 2.1 that King County work cooperatively with component agencies to assess levels of I/I in local conveyance systems and construct pilot projects to demonstrate the cost-effectiveness and environmental costs and benefits of local collection system rehabilitation, and
WHEREAS, the Metropolitan Water Pollution Abatement Advisory Committee (MWPAAC) and component agencies participating in the Regional I/I Control Program established through a consensus process pilot project selection criteria, which included a geographic balance of projects; the ability of a project to meet constructability time frames for the I/I program, including permitting needs; projects considering differing geologic conditions and projects that do no harm; projects that provide environmental/public health benefits; projects that address private sewer issues; projects providing a regional impact; projects which are useful as a model for future I/I projects; projects that demonstrate a variety of proven technologies and rehabilitation techniques; projects that are representative of typical I/I problems in the region; and "wild card" projects that contribute to program goals but whose conditions were not anticipated during criteria development, and
WHEREAS, component agencies either submitted pilot project candidates for consideration or notification that they did not wish to submit candidates, and
WHEREAS, using the agreed upon selection criteria, component agencies prioritized candidate pilot projects and narrowed them by sub-region to the attached list of twenty-nine candidates, and
WHEREAS, these twenty-nine projects will be further prioritized to select approximately ten projects (with their total cost not to exceed nine million dollars) by a vote of the MWPAAC membership at the Regional I/I Control Program Workshop #8 on April 30, 2002;
NOW, THEREFORE, BE IT MOVED by the Council of King County:
A. The list of twenty-nine prioritized pilot rehabilitation project candidates, attached hereto, is approved, recognizing that approximately ten projects will be selected for further study, design and construction.
B. If further evaluation of the selected projects shows that one or more of the ten projects has environmental or other factors associated with the project or projects that makes it unfeasible, the wastewater treatment division and component agencies may select alternate project or projects from the twenty-nine prioritized candidates.
