STATEMENT OF FACTS:
1.  A Regional Coalition for Housing (ARCH) has a goal to ensure the availability of housing that meets the needs of all income levels on the eastside, and provides a sound base of public housing programs and projects on the eastside to complement the efforts of existing organizations to address eastside housing needs.
2.  ARCH is governed by an executive board comprised of member jurisdiction chief executive officers and is assisted by an administrative staff and a citizen advisory board.
3.  ARCH has expanded its membership to include the point cities of Beaux Arts, Clyde Hill, Hunts Point, Medina and Yarrow Point.
4.  The proposed amendment to the interlocal alters representation on the executive board for cities whose population is than five thousand persons.  The amendment contains a method of obtaining executive board approval for representation of these cities. The five point cities have received approval to share two representatives.
      BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
      SECTION 1.  The council finds that amending the existing interlocal cooperation agreement, substantially in the form attached, will effectively address executive board representation in ARCH of communities with population of less than five thousand persons.
      SECTION 2.  The King County executive is hereby authorized to execute the amended interlocal cooperation agreement.
