A MOTION acknowledging receipt of the report on a fiscal sustainability plan for 2021 through 2031 for the unincorporated area as described in Ordinance 19210, Section 18, Proviso P1.

WHEREAS, the 2021-2022 Biennial Budget, Ordinance 19210, Section 18, Proviso P1, requires the executive to transmit a report on a fiscal sustainability plan for 2021 through 2031 for the unincorporated area, and
WHEREAS, the report includes the following:
1. A description and identification of local services currently provided and expected to be provided in 2021 through 2032 by the county in the unincorporated areas; and recommendations for additional levels of service for each local service identified;
2. A description of existing funding sources and expected revenues from each funding source from 2021 through 2032 for each local service identified; and an evaluation of whether existing and expected revenues from existing funding sources is sufficient to support additional levels of service from 2021 through 2032 for each local service identified;
3. An analysis of potential methods to fill identified funding gaps to achieve the additional levels of service from 2021 through 2031 for each local service identified, including: prioritizing the use of flexible sources of revenue to local service delivery; imposing funding sources authorized by state law that the county currently does not use; and identifying policy, land use designation, zoning and code changes to support tax revenue generation, such as increased neighborhood business or industrial zoned areas; and
4. An overview of reports to be submitted to the King County council that provide updated performance measures on service levels, outcomes, capital projects, land use policies and zoning in unincorporated King County, and
WHEREAS, the executive is further required to submit a motion that acknowledges receipt of the report by December 1, 2021;
