                     A RESOLUTION approving a process for capital project approval.

Body

                     WHEREAS, the King County Flood Control District ("District") is a steward of public funds and seeks to effectively and efficiently implement flood reduction projects while protecting public safety, and

                     WHEREAS, the District adopted FCDECM 2020-07 stating its intent to achieve the District's flood risk reduction goals through the implementation of integrated floodplain management design principles in the design, implementation, and maintenance of District capital projects, and

                     WHEREAS, the District contracts with King County and other jurisdictions as service providers to efficiently and effectively implement flood risk reduction projects, and

                     WHEREAS, the District desires to ensure all District implemented flood risk reduction projects, including those implemented by District service providers, comply with District policies and procedures;

                     NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF THE KING COUNTY FLOOD CONTROL DISTRICT:

                     SECTION 1.  The board of supervisors adopts by reference King County Water and Land Resources Project Management Manual.

                     SECTION 2.  Each service provider implementing a District flood risk reduction project must obtain the District executive director's approval for the following:

                     A.  Capital project charter and goals;

                     B.  Selection of the design alternative;

                     C.  Initiation of 30, 60 and 90 percent design plans; and

                     D.  Communications and outreach plans for the project.
