A RESOLUTION of the Board of Supervisors of the King County Flood Control Zone District authorizing the Chair to execute agreements for services pertaining to employee insurance benefits.

                     WHEREAS, by Resolutions FCD2019-16 and FCD2019-17, the King County Flood Control Zone District Board of Supervisors ("the Board") authorized the direct employment of the Executive Director and Deputy Executive Director by the District, and authorized the Chair and Vice Chair to execute any contracts within the Executive Committee's delegated spending authority on behalf of the District that are necessary to implement the direct employment of both positions, and

                     WHEREAS, by Resolution FCD2020-04, the Board created the positions of Engineer and Budget/Fiscal Analyst for the District, and

                     WHEREAS, by Resolution FCD2020-17, the Board created the position of Administrative Manager/Clerk of the Board for the District, and

                     WHEREAS, by Resolutions FCD2019-16 and FCD2019-17, the Board evidenced a desire to provide the District's employees with benefits and services comparable to those provided to employees of King County, and

                     WHEREAS, by Motions FCDECM2020-09 and FCDECM2020-11, the Executive Committee authorized short-term contracts with vendors for insurance services for the District's employees to facilitate the timely transfer of the District's employees, and the Board desires to ratify those motions, and

                     WHEREAS, the Board may waive the District's procurement policies for insurance services, and desires to do so because the selection of the vendors for these purposes was necessary to provide District employees with insurance comparable to those provided to employees of King County;

                     NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF THE KING COUNTY FLOOD CONTROL ZONE DISTRICT:

                     SECTION 1.  The chair of the King County Flood Control Zone District is authorized to execute an agreement with Regence BlueShield for medical and vision insurance services for an initial three-year term, and in a form acceptable to legal counsel for the District.  The Board waives the District's procurement process for that agreement for insurance services, in accordance with FCD2009-06, Section 3.D.3, as amended by FCD2020-13, for the reasons identified in this motion.

                     SECTION 2.  The chair of the King County Flood Control Zone District is authorized to execute an agreement with Delta Dental of Washington/Northwest Benefit Alliance for dental insurance services for an initial three-year term, and in a form acceptable to legal counsel for the District.  The Board waives the procurement process for that agreement for insurance services, in accordance with FCD2009-06, Section 3.D.3, as amended by FCD2020-13, for the reasons identified in this motion.

                     SECTION 3.  The chair of the King County Flood Control Zone District is authorized to execute an agreement with LifeMap Assurance Company for life and disability insurance services for an initial three-year term, and in a form acceptable to legal counsel for the District.  The Board waives the procurement process for that agreement for insurance services, in accordance with FCD2009-06, Section 3.D.3, as amended by FCD2020-13, for the reasons identified in this motion.

                     SECTION 4.  The chair of the King County Flood Control Zone District is authorized to execute an agreement with Navia Benefit Solutions for insurance services for an initial three-year term, and in a form acceptable to legal counsel for the District.  The Board waives the procurement process for that agreement for insurance services, in accordance with FCD2009-06, Section 3.D.3, as amended by FCD2020-13, for the reasons identified in this motion.

                     SECTION 5.  The Board herein ratifies all actions previously taken consistent with this authorization.
