Title

A MOTION related to council approval of the Amended King County Auditor's Office 2019-20 Work Program, dated April 9, 2020; and rescinding Motion 15295.

Body

                     WHEREAS, on March 11, 2020, the World Health Organization declared the COVID-19 virus outbreak a pandemic, and

                     WHEREAS, as of April 5, 2020, 8,384 people in Washington state have been diagnosed with and 372 people have died from COVID-19, and

                     WHEREAS, Governor Jay Inslee declared a state of emergency in response to the cases of COVID-19 in Washington state on February 29, 2020, and

                     WHEREAS, the King County executive issued a proclamation of emergency on March 1, 2020, in order to exercise the executive's emergency powers, and

                     WHEREAS, K.C.C. 2.20.040 states that the council shall review and approve by motion a work program proposed by the auditor at least every two years, and

                     WHEREAS, K.C.C. 2.20.040 further states that to respond to emerging issues or circumstances, the auditor may request that the council by motion amend the work program, and

                     WHEREAS, the mission of the county auditor's office is to advance performance, accountability, transparency and equity of King County government through objective, independent audits, capital projects oversight, studies and activities that generally assist the council in its oversight function, and

                     WHEREAS, the work program shall include audits, studies or oversight of operations, programs or services to be conducted and managed by the county auditor's office promoting due diligence by county officials and serving the public interest, and

                     WHEREAS, the 2019-20 county auditor's work program was approved via Motion 15295, and

                     WHEREAS, conducting audit work now will help ensure that King County's response to the COVID-19 emergency is transparent, effective and efficient, and

                     WHEREAS, the 2019-20 county auditor's work program is now being amended to add an audit of King County's response to the COVID-19 pandemic titled Pandemic Response, and

                     WHEREAS, adding the Pandemic Response audit to the work program will provide the King County auditor's office all necessary authority to conduct this audit, and

                     WHEREAS, the 2019-20 county auditor's work program is now being amended to remove an audit of Sheriff and Jail Workforce Planning, and

                     WHEREAS, removing the Sheriff and Jail Workforce Planning audit will create capacity to complete the Pandemic Response audit, and

                     WHEREAS, the 2019-20 county auditor's work program is now being amended to reflect updates previously communicated to the King County council;

                     NOW, THEREFORE, BE IT MOVED by the Council of King County:

                     A.  Motion 15295 is hereby rescinded.

 

                     B.  The Amended King County Auditor's Office 2019-20 Work Program, dated April 9, 2020 Attachment A to this motion, is hereby approved.
