A MOTION accepting the 2019 annual mental illness and drug dependency evaluation summary report, in compliance with K.C.C. 4A.500.309.

WHEREAS, in 2005, the state Legislature authorized counties to implement a one-tenth of one percent sales and use tax to support new or expanded chemical dependency or mental health treatment programs and services and for the operation of new or expanded therapeutic court programs and services, and
WHEREAS, in 2007, Ordinance 15949 authorized the levy collection of and legislative policies for the expenditure of revenues from an additional sales and use tax of one-tenth of one percent for the delivery of mental health and chemical dependency services and therapeutic courts, and
WHEREAS, in 2016, Ordinance 18333 extended the expiration date of this sales and use tax to January 1, 2026, and
WHEREAS, the council called for and approved a service improvement plan, an implementation plan, and an evaluation plan to guide the investment of renewed mental illness and drug dependency sales tax revenue, and the council established five revised policy goals for the programs supported by sales tax funds, and
WHEREAS, Ordinance 18407 amended Ordinance 15949, Section 3, to require the executive to develop annual mental illness and drug dependency evaluation summary reports addressing the initiatives, programs and services supported with the sales tax revenue, and required such reports to be submitted to the council by August 1 of each year beginning in 2018, for council review and approval by motion. Ordinance 18407 also codified Ordinance 15949, Section 3, as amended, as K.C.C. 4A.500.309, and
WHEREAS, in order to enable executive agencies to respond given the COVID-19 outbreak, Motion 15620 was passed on March 10, 2020, effectively extending for up to sixty days due dates for reports and work products to be transmitted to the council, and
