Title

A MOTION accepting the 2019 Preliminary Affordable Housing Special District Overlay Evaluation, as required by Ordinance 18623.

Body

                     WHEREAS, Ordinance 18623 adopted the 2017 annual update to the King County Comprehensive Plan and the Vashon-Maury Island Community Service Area Subarea Plan as an element of the Comprehensive Plan, and

                     WHEREAS, Policy H-5 in the Subarea Plan in Attachment A to the Ordinance encouraged development of incentives to increase affordable housing within the Vashon Rural Town, subject to certain criteria, and

                     WHEREAS, in response to and consistent with Policy H-5, Ordinance 18623 adopted an Affordable Housing Special District Overlay to incentivize development of affordable housing within the Vashon Rural Town, and

                      WHEREAS, Section 10 of the Ordinance, VMI CSA Workplan Action 3 in the Subarea Plan, and the Priority 1 Implementing Action for Policy H-5 in the Subarea Plan direct the County to evaluate the affordable housing incentives in the Special District Overlay, and

                     WHEREAS, the ordinance directs that:

                     1.  Beginning in 2018, three annual preliminary evaluation reports on the Special District Overlay be transmitted by December 31 of each year; and

                     2.  A final report be completed either four years after the effective date of the ordinance or after issuance of the first permit necessary for construction that would result in a cumulative total of one hundred twenty affordable housing units within the Special District Overlay, whichever comes first, and

                     WHEREAS, the executive developed a 2019 Preliminary Affordable Housing Special District Overlay Evaluation as required by Ordinance 18623, and

                     WHEREAS, the executive has transmitted the 2019 Preliminary Affordable Housing Special District Overlay Evaluation as required by Ordinance 18623;

                     NOW, THEREFORE, BE IT MOVED by the Council of King County:

                     The 2019 Preliminary Affordable Housing Special District Overlay Evaluation in Attachment A to this motion is hereby accepted.
