Title

A MOTION expressing the King County council's intent to continue to collaborate with the county executive, Seattle mayor, Seattle city council, the Sound Cities Association and other stakeholders on an interlocal agreement to establish a King County regional homelessness authority in 2020.

Body

                     WHEREAS, the federal and state government, King County and jurisdictions across the county, including the city of Seattle, currently fund programs to provide services to homeless individuals and families, but homelessness and housing insecurity remain a chronic and serious problem, and

                     WHEREAS, King County and the city of Seattle signed a memorandum of understanding on May 3, 2018, proposing a partnership to more effectively and consistently coordinate their provision of those services, and

                     WHEREAS, King County and the city of Seattle have determined that a joint undertaking, to coordinate services within an equitable operational framework centering on people with lived experience, will enable and facilitate joint planning, program funding and the establishment of standards for and accountability of programs, thereby improving the delivery of homeless services and enhancing outcomes for those receiving such services, and

                     WHEREAS, under the Interlocal Cooperation Act, chapter 39.34 RCW, the county and other political subdivisions of the state of Washington are empowered to execute jointly any power or powers, privileges or authority exercised or capable of exercising to the extent that laws of the state or the United States permit the joint exercise or enjoyment, and

                     WHEREAS, on December 5, 2019, the regional policy committee recommended to the county council adoption of Proposed Ordinance 2019-0478, as amended.    The proposed ordinance would authorize the executive to execute an interlocal agreement for the establishment of the King County Regional Homelessness Authority with the city of Seattle, and

                     WHEREAS, the council intends to take final action on Proposed Ordinance 2019-0478 on December 11, 2019, recognizing that the Seattle city council may take action on an interlocal agreement with some provisions that differ from those that would be authorized by Ordinance XXXXX (Proposed Ordinance 2019-0478);

                     NOW, THEREFORE, BE IT MOVED by the Council of King County:

                     A.  It is the intent of the council to continue to collaborate in 2020 with the county executive, Seattle mayor, Seattle city council, the Sound Cities Association and other stakeholders to ensure that the interlocal agreement establishing the King County regional homelessness authority enables and facilitates joint planning, program funding, and establishment of standards for and accountability of programs, thereby improving the delivery of services and enhancing outcomes for those receiving such services; and

                     B.  It is the intent of the council to work collaboratively with the county executive, Seattle mayor, Seattle city council, the Sound Cities Association and other stakeholders to discuss and negotiate any potential changes to the interlocal agreement authorized by Ordinance XXXXX (Proposed Ordinance 2019-0478).
