A MOTION creating a labor process workgroup to identify ways to increase the approval process between tentative agreement and council approval of labor contracts.

Body

                     WHEREAS, a key to continued positive working relationships between labor and management is the efficient consideration and approval of contracts, and

                     WHEREAS, the approval process for labor contracts in King County can sometimes extend more than six months between tentative agreement and council approval, and

                     WHEREAS, often much of this time is consumed before transmittal of the contract to the council, and

                     WHEREAS, the council wants to assist in finding solutions that might increase the pace of contract review and approval;

                     NOW, THEREFORE, BE IT MOVED by the Council of King County:

                     A.  The labor process workgroup is hereby created.  The workgroup is tasked with identifying current obstacles to efficient contract approval following tentative agreement and recommending options for how to reduce and eliminate delays.  The work group shall submit its report no later than September 30, 2019, in the form of one original and an electronic copy to the executive and clerk of the council, who shall keep the original and submit a copy to all councilmembers, the chief of staff and the chief policy officer.

                     B.  The members of the workgroup shall be appointed by the chair of the county council in consultation with all councilmembers and the executive, and shall include the following:

                       1.  Council's chief of staff;

                       2.  The executive's designee;

                       3.  The King County director of labor relations; and

                       4.  Two representatives of county labor unions.
