AN ORDINANCE authorizing the county executive to execute an interlocal agreement between King County and the city of Seattle granting the Historic Seattle Preservation and Development Authority the ability to exercise its chartered authority within unincorporated King County.

STATEMENT OF FACTS:
1. Ordinance 18441 approved an agreement for the administration and governance of the preservation action fund program between King County and 4Culture. The preservation action fund is a two-million-dollar fund established as part of the building for culture program to acquire, rehabilitate and resell threatened historic buildings located outside the city of Seattle.
2. The agreement for administration and governance of the preservation action fund program as approved by Ordinance 18441, stipulates that the fund will be administered through a partnership between King County through the historic preservation program in the department of natural resources and parks and 4Culture, in collaboration with the Historic Seattle Preservation and Development Authority ("Historic Seattle") and the Washington Trust for Historic Preservation. These four organizations comprise the preservation action fund advisory team.
3. The agreement for administration and governance of the preservation action fund further stipulates that preservation action fund projects shall be selected by consensus of the preservation action fund advisory team.
4. The agreement for administration and governance of the preservation action fund program further stipulates that through a separate agreement by and between 4Culture and Historic Seattle, Historic Seattle will be responsible for acquiring, executing rehabilitation and divesting itself of properties funded by preservation action fund proceeds. Historic Seattle is a public corporation chartered by the city of Seattle.
