Title

A RESOLUTION relating to the Green River System-Wide Improvement Framework; directing the King County Director of Water and Land Resources to submit the Green River System-Wide Improvement Framework SWIF to the United States Army Corps of Engineers.

Body

                     WHEREAS, the King County Flood Control District ("the District") passed Resolution FCD2016-05.2 in February 2016 directing the King County Director of Water and Land Resources to submit the Interim Green River System-Wide Improvement Framework ("SWIF") to the United States Army Corps of Engineers ("USACE"), and

                     WHEREAS, the Interim SWIF Plan Acceptance was received by USACE headquarters on March 31, 2017, and

                     WHEREAS, the USACE acceptance of the Interim SWIF granted temporary rehabilitation eligibility under the USACE's P.L.84-99 program until March 31, 2019, and

                     WHEREAS, the two-year extension was granted to the District, as levee sponsor, to finalize the SWIF plan and begin implementation activities identified in the SWIF Interim Report, and

                     WHEREAS, King County Water and Land Resources ("WLR"), as service provider to the District completed the development of the SWIF Implementation Plan to meet the final requirements of the SWIF process to address levee deficiencies and system-wide issues, and

                     WHEREAS, SWIF implementation will occur over a twelve-year period from 2016-2028, during this period the District will submit annual progress reports to demonstrate accomplishments to optimize flood risk reduction;

                     NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of the King County Flood Control Zone District:

                     SECTION 1.  The District directs the director of King County water and land resources division to submit the System-Wide Improvement Framework Plan March

2019, Attachment A to this resolution, to the United States Army Corps of Engineers for acceptance.
