A MOTION concerning the regional policy committee review of the 2019 Comprehensive Solid Waste Management Plan.
Body
WHEREAS, the King County Charter establishes regional committees to develop, recommend and review regional policies and plans for consideration by the metropolitan King County council, one of which is the regional policy committee, and
WHEREAS, the 2018 regional policy work committee program identifies the comprehensive solid waste management plan as within the subject matter area for the committee, and
WHEREAS, the charter and K.C.C. 1.24.065 establish a one-hundred-twenty day timeframe for the regional policy committee to review legislation referred to it by the county council. However, the committee may request, and the county council may grant by motion, additional time for review, and
WHEREAS, the ordinance adopting the 2019 Comprehensive Solid Waste Management Plan was introduced on July 30, 2018, and the charter- and code-mandated timeline would require review and action by November 27, 2018, and
WHEREAS, the regional policy committee staff does not have the capacity during the council's budget deliberation process to support the committee's review of the 2019 Comprehensive Solid Waste Management Plan, it is the regional policy committee chair's desire to allow for additional time for review of the 2019 Comprehensive Solid Waste Management Plan, and
WHEREAS, the regional policy committee and the council are committed to effective and efficient legislative review processes that respect the charter and code mandated legislative process for the review of countywide plans and policies, and
WHEREAS, the regional policy committee concurred with the Chair's recommendation to introduce this motion requesting the King County council to extend the one-hundred twenty day timeframe to allow the regional policy committee until March 31, 2019 to review and act upon the 2019 Comprehensive Solid Waste Management Plan;
