Title

AN ORDINANCE authorizing the King County executive to execute an interlocal agreement between King County and the cities and other local government entities in King County for automatic aid of emergency medical services and fire services without strict regard to jurisdictional boundaries.

Body

                     BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:

                     SECTION 1.  Findings:

                     A.  Independent fire departments within King County often provide fire, rescue and emergency medical services outside of their respective jurisdictions because the need exceeds the resources of a single participating jurisdictional agency.

                     B.  Fire departments have operated with either automatic or mutual aid agreements for several decades in an effort to assist other departments and their communities.

                     C.  A "service first" philosophy, or an automatic aid agreement, improves response times to fires, rescue and emergency medical calls by making certain that the closest appropriate resources are dispatched to an emergency regardless of the location.

                     D.  The section heading of Section 18 in Attachment A to this ordinance, an interlocal agreement between King County and the cities and other local government entities in King County for automatic aid of fire, rescue and emergency medical services without strict regard to jurisdictional boundaries, is incorrect.  The correct RCW reference in that section header should be RCW 39.34.040 and not RCW 39.34.030.  Section headings in Attachment A are for convenience only and shall not be construed to, limit, enlarge or affect the scope or intent of the interlocal agreement nor the meaning of any provisions thereof, and therefore, the incorrect reference is not substantive.

                     SECTION 2.  The executive is hereby authorized to execute an interlocal agreement between King County and the cities and other local government entities in King County substantially in the form attached hereto as Attachment A, for automatic aid of

 

fire, rescue and emergency medical services without strict regard to jurisdictional boundaries.
