Title

A MOTION appointing members to the governing body of the Issaquah Library Capital Facility Area governing body in accordance with RCW 27.15.030.

Body

                     WHEREAS, in accordance with RCW 27.15.020, at the November 5, 1996, election the voters approved the formation of the Issaquah Library Capital Facility Area ("the area") in order to issue bonds to finance library facilities, and

                     WHEREAS, King County council Motion 10058 appointed the first members of the area governing body, and

                     WHEREAS, the area has served its purpose of issuing voter-approved unlimited tax general obligation bonds to finance the 15,000-square-foot Issaquah Library located at the corner of Front Street and Sunset Way in 2001, and

                     WHEREAS, while related capital bond project improvements were completed in 2009, there is a balance in the area debt service fund that needs to be managed by the members of the area governing body, and

                     WHEREAS, there are three vacancies on the area governing body, and

                     WHEREAS, RCW 27.15.030 requires that the area have a governing body consisting of three members of the county legislative authority to be appointed by a majority of the full county legislative authority, and

                     WHEREAS, the provision of library services to the area is provided by the King County Library System, and

                     WHEREAS, the King County Library System has requested that the county appoint members to the governing body for the purpose of reallocating the funds and dissolving, and

                     WHEREAS, under RCW 27.15.060(1), the area may be dissolved by a majority vote of the governing body;

                     NOW, THEREFORE BE IT MOVED by the Council of King County:

                     The members of the Issaquah Library Capital Area governing body shall be:

                     A.  Kathy Lambert, chair;

                     B.  Claudia Balducci; and

                     C.  Reagan Dunn.
