Title
A MOTION concerning the regional policy committee review of the mental illness and drug dependency evaluation and implementation plans.
Body
WHEREAS, the King County Charter establishes regional committees to develop, recommend and review regional policies and plans for consideration by the metropolitan King County council, one of which is the regional policy committee, and
WHEREAS, the charter and K.C.C. 1.24.065 establish a one- hundred- twenty- day timeframe for the legislative review process for countywide plans and policies within the subject matter adopted by the regional policy committee, and
WHEREAS, the charter establishes the subject matter areas for the regional policy committee to be those countywide plans and policies included in the committee's work program, and
WHEREAS, the 2017 regional policy committee work program identifies the mental illness and drug dependency evaluation and implementation plans as within the subject matter area for the committee, and
WHEREAS, the mental illness and drug dependency evaluation and implementation plans were introduced on August 21, 2017, and the charter and code -mandated timeline would require review and action by December 2017; and
WHEREAS, the regional policy committee has between August 2017 and November 2017 received other mandatory referrals that the committee chose to prioritize and expedite due to the necessity of implementing those mandatory referrals in connection with the November 2017 election; and
WHEREAS, the regional policy committee does not have time to hear the mental illness and drug dependency evaluation and implementation plans until December 2017 and it is the regional policy committee's chair's desire to allow for one additional month of deliberations on these plans, and
WHEREAS, the regional policy committee and the council are committed to effective and efficient legislative review processes that respect the charter-mandated legislative process ...
