Title

A RESOLUTION retroactively approving the Healthcare for the Homeless Network's budget for fiscal year 2016, effective January 1, 2016; approving the 2018-2020 Health Resources and Services Administration's Service Area Competition grant application; and, retroactively approving the New Access Point grant application for the Boren Clinic, effective August 2015.

Body

                     WHEREAS, Public Health - Seattle & King County is a Healthcare for the Homeless grantee authorized under Section 330(h) of the Public Health Service Act, and

                     WHEREAS, as a health center grantee, King County must comply with a set of expectations, including the establishment of a formal governing board, and King County has elected to meet that requirement directly through the Board of Health, and

                     WHEREAS, the Board of Health standing committee on the Healthcare for the Homeless Network was created in 2016 to further meet the governance requirements, and

                     WHEREAS, these governance requirements include:  reviewing and approving the annual operating budget and evaluating health center activities; measuring and evaluating the organization's progress and long-term programmatic and financial goals; and developing plans for the long-range viability of the organization by engaging in strategic planning in partnership with the Healthcare for the Homeless Network planning council, and

                      WHEREAS, in King County, many of the governance functions required by the Health Resources and Services Administration are accomplished by structures already within King County government making further action by the King County Board of Health unnecessary or redundant, and

                     WHEREAS, in King County government, the metropolitan King County council has primary responsibility to approve the budget proposed by the executive for all departments and programs and the council fully vets the Healthcare for the Homeless Network's budget as part of its budget process, and

                     WHEREAS, Board of Health standing committee members were invited to participate, and one or more members or staff attended meetings related to the Healthcare for the Homeless Network in 2017, and

                     WHEREAS, in October 2016, the Healthcare for the Homeless Network program underwent an onsite visit by the Health Resources and Services Administration and the corrective action plan includes Board of Health governance action to approve both the 2015-2016 Healthcare for the Homeless budget and the New Access Point Grant for the Boren Clinic submitted in 2014, and

                     WHEREAS, the Healthcare for the Homeless Network program recently submitted its 2018 annual renewal application and spending plan to the Health Resources and Services Administration as well as its 2018 Spending Plan for the grant and each require Board of Health approval according to governance regulations associated with the grant;

                     NOW, THEREFORE, BE IT RESOLVED by the Board of Health of King County:

                     A.  The Board of Health retroactively approves the Healthcare for the Homeless Network's budget for fiscal year 2016, effective January 1, 2016.

                     B.  The Board of Health approves the Health Resources and Services Administration's Service Area Competition 2018 annual grant application, including the 2018 scope of project budget.

                     C.  The Board of Health retroactively approves the New Access Point grant application for the Boren Clinic, effective August 2015.
