Title

A MOTION authorizing the chair to execute a contract for a report on the causes, consequences and appropriate responses to the emergency bypass discharge and flooding event of the West Point Treatment Plant.

Body

                     WHEREAS, on March 13, 2017, the council passed Motion 14826, requesting the chair to initiate an expedited  process by which to procure a qualified contractor to prepare a report addressing and evaluating the causes of the major system failure that that occurred at the West Point Treatment Plant, starting in the early morning of February 9, 2017.  The council also desired that the report would provide recommendations for how a similar event could be avoided in the future and what responses could have been taken to avert the February 9, 2017, event, and

                     WHEREAS, in accordance with Motion 14813, the council extended the emergency waiver of the competitive bidding and solicitation requirements for county contracting related to the repair and replacement public procurement requirements for contracts related to the repair or the replacement, or both, of damaged equipment and structural repair necessary to restore West Point Treatment Plant to full operations, and

                     WHEREAS, the work contemplated to be performed by the selected qualified contractor will assist the county in evaluating the necessary repairs and replacements at the West Point Treatment Plant and therefore, in accordance with Motion 14826, the council's chief of staff initiated the selection process on an expedited basis, and

                     WHEREAS, the chief of staff assembled a team to conduct the procurement, with representation from council staff, the auditor's office, the finance and business operations division and the ombudsman's office, and

                     WHEREAS, the review team issued a request for qualifications, received three responses and reviewed and evaluated responses, and

                     WHEREAS, the review team interviewed AECOM Technical Services, and

                     WHEREAS, the review team recommends that the council award the contract to AECOM Technical Services, and

                     WHEREAS, Motion 148826 provided that authorization to execute a contract with a qualified contractor would be by subsequent motion, and

                     WHEREAS, full execution of the contact with the selected contractor will allow the work on the report to be undertaken expeditiously and allow the contractor to complete the report by the delivery date of July 1, 2017;

                     NOW, THEREFORE, BE IT MOVED by the Council of King County:

                     The chair is authorized to enter into a contract with AECOM Technical Services in the same form as Attachment A to this motion.
