Title

A MOTION appointing Gregory J. Beardsley, who resides in council district eight, to a term of four years on the Vashon Island ferry advisory committee.

Body

                     WHEREAS, RCW 47.60.310 provides for the appointment of ferry advisory committees to express to the management of Washington state ferries the views of local community groups regarding the service provided by the state ferry system and any problems being experienced within the area served by the ferry system, and

                     WHEREAS, RCW 47.60.310 provides for Vashon Island to have a ferry advisory committee consisting of three members appointed by the Vashon/Maury Island community council to serve staggered four-year terms, and

WHEREAS, RCW 47.60.310 provides that if the Vashon/Maury Island community council fails to appoint a qualified person to fill a vacancy on the Vashon ferry advisory committee within ninety days after the vacancy occurs, the legislative authority of King County, which is the King County council, shall appoint a qualified person to fill the vacancy, and

                     WHEREAS, the Vashon/Maury Island community council is no longer operating and is listed in the Washington state records of nonprofit corporations as having been inactive since September 2013, and its records, if they still exist, cannot be located, and

                     WHEREAS, Gregory J. Beardsley has lived for more than thirty years in a home on Vashon Island that is about a twelve-minute drive from the ferry terminal and for more than forty years has been a frequent user of the ferries serving Vashon Island, and

                     WHEREAS, Gregory J. Beardsley was appointed and subsequently reappointed to the Vashon ferry advisory committee by the Vashon/Maury Island community council and believes, though he is not certain, that his most recent appointment was more than four years ago, that his term expired more than ninety days ago, and that no one has been appointed to replace him on the committee, and

                     WHEREAS, in reference to the statutory requirement in RCW 47.60.310 that "not more than two members of any terminal-area committee may be from the same political party at the time of their appointment," Gregory J. Beardsley does not consider himself to be from any political party, and

                     WHEREAS, Gregory J. Beardsley would like to be reappointed to the Vashon ferry advisory committee so that the Vashon Island community will have a means of expressing its views to the management of Washington state ferries about the ferry service that is being provided to the community;

                     NOW, THEREFORE, BE IT MOVED by the Council of King County:

                     Gregory J. Beardsley, who resides on Vashon Island, which is in council district

eight, is hereby reappointed to the Vashon ferry advisory committee to a four-year term to expire on June 30, 2020.
