Title

A MOTION acknowledging approval of a report in compliance with the 2015/2016 Biennial Budget Ordinance, Ordinance 17941, Section 85, Proviso P3 and Section 98, Proviso 3 on coordination of septic permitting services by the environmental health services division of Public Health - Seattle & King County, (EHS) and permitting services by the Department of Permitting and Environmental Review (DPER) that have workflow processes affected by septic permitting.

Body

                     WHEREAS, the 2015/2016 Biennial Budget Ordinance, Ordinance 17941, Section 83, Proviso 3 and Section 98, Proviso P3, requires the executive to transmit a report on coordination of septic permitting services by the environmental health services division of Public Health - Seattle & King County and permitting services by the department of permitting and environmental review that have workflow processes affected by septic permitting, and

                     WHEREAS, the report includes the following:

A.                     Mapping of EHS septic and related DPER permitting workflows;

B.                     Summary of workload and backlog for the past five years, including total and per FTE annual target and actual counts, turnaround times for design reviews, and other inspector functions for septic and related DPER permits;

C.                     Identification of intersections and chokepoints where one agency's process affects the other;

D.                     Consideration of co-supervising, co-locating and other means of increasing communication and coordination between the agencies;

E.                     Consideration of statutory and code requirements;

F.                     Recommendations for infrastructure and process changes to improve EHS and DPER permitting processes to reduce backlogs, increase efficiency and cross-agency coordination and improve customer service;

G.                     Quantification of the anticipated effect of the recommended changes on permit processing performance and costs of the recommended changes, and

                     WHEREAS, the executive is further required to submit a motion that approves the report, and

                     WHEREAS, a draft ordinance implementing an integrated, streamlined permitting operation based on the report recommendations is also required;

                     NOW, THEREFORE, BE IT MOVED by the Council of King County:

1.                     The receipt of the report, which is Attachment A to this motion, in compliance with the 2015/2016 Biennial Budget Ordinance, Ordinance 17941, Section 83, Proviso 3 and Section 98, Proviso 3, is hereby approved.

2.                     The receipt of a draft ordinance, which is Attachment B to this motion, regarding the implementation of integrated, streamlined permitting operations for DPER and EHS’s septic program based on the report recommendations, is hereby acknowledged.
