A MOTION approving the ballot drop-off location plan prepared by the department of elections as required in the 2015/2016 Biennial Budget Ordinance, Ordinance 17941, Section 34, Proviso P4, as amended by Ordinance 18239, Section 16.

                     WHEREAS, Ordinance 17941, Section 34, Proviso P4, as amended by Ordinance 18239, Section 16, states that $351,000, solely for the one-time provision of new ballot drop boxes, shall [not] be expended or encumbered to install ballot drop boxes until the director of elections transmits by April 30, 2016, the plan requested by Motion 14491 and a motion that approves the plan and the motion is passed by the council, and

                     WHEREAS, the King County council passed Motion 14491, which reflected an important commitment to expanding access to and the convenience of voting in King County, and

                     WHEREAS, Motion 14491 requests that the director of elections transmit a plan that includes:  (1) a proposed number of additional drop-off locations to ensure geographic equity; (2) proposed sites for the drop-off locations; (3) estimated costs; and (4) an implementation timeline, and

                     WHEREAS, Motion 14491 also requires that the plan include an analysis of the feasibility and desirability of using all public library locations in King County, including Seattle Public Libraries and the King County Library System, as a means to ensure geographic equity and convenience for voters, and

                     WHEREAS, the director of elections has transmitted to the council a plan that contains the required information responding to the proviso, and

                     WHEREAS, the council has reviewed the plan;

                     NOW, THEREFORE, BE IT MOVED by the Council of King County:

                     The council hereby approves the ballot drop-off location plan, which is Attachment A to this motion, prepared by the department of elections as required in the

2015/2016 Biennial Budget Ordinance, Ordinance 17941, Section 34, Proviso P4, as amended by Ordinance 18239, Section 16.
