Title

A MOTION approving a plan for an economic opportunity and empowerment program to support the construction of the Children and Family Justice Center, as required by the 2016 Biennial Budget Ordinance, Ordinance 17941, Section 129, as amended by Ordinance 17973, Section 2, Proviso P9.

Body

                     WHEREAS, in February 2015, Ordinance 17973 adopted the creation of an economic opportunity and empowerment program to ensure workforce diversity, apprenticeship opportunities and small business participation during the construction of the Children and Family Justice Center project, subject to the provision set forth in the ordinance, and

                     WHEREAS, Ordinance 17973, Section 2, includes Proviso P9 that requires the executive to transmit a plan for implementing the economic opportunity and empowerment program, along with a motion that approves the plan, at least ninety days before issuing to the design-build contractor a notice to proceed with construction, and

                     WHEREAS, the plan is intended to assist the design-build contractor in achieving requirements and goals for the hiring of apprentices, the utilization of small contractors and suppliers, and a priority hiring program for hiring construction workers from economically disadvantaged communities within King County, and

                     WHEREAS, the executive intends to use the economic opportunity and empowerment program for the construction of the Children and Family Justice Center as a pilot effort that will be used to consider expanding the program to other large King County public works projects, and 

                     WHEREAS, the economic opportunity and empowerment program administrator has created a plan that has been assisted and advised by an advisory board of community representatives appointed by the executive and confirmed by the county council, and the executive has transmitted the plan as set forth in Attachment A to this motion to the county council;

                     NOW, THEREFORE, BE IT MOVED by the Council of King County:

                     The plan for an economic opportunity and empowerment program to support the construction of the Children and Family Justice Center, which is Attachment A to this

motion, is hereby approved as required by the 2016 Biennial Budget Ordinance, Ordinance 17941, Section 129, as amended by Ordinance 17973, Section 2, Proviso P9.
