Title

AN ORDINANCE amending the grant award process for the WaterWorks grant program; and amending Ordinance 18031, Section 1.

Body

STATEMENT OF FACTS:

1.  The 2015/2016 Biennial Budget Ordinance, Ordinance 17941, Section 110, Proviso P2, states that $2,000,000 of the appropriation for wastewater treatment shall not be expended or encumbered until the King County council adopts an ordinance establishing the grant award process and criteria for the WaterWorks grant program.

2.  The WaterWorks grant program will allocate funding to local and regional governments, including King County, nonprofit organizations and community organizations.  Businesses which partner with the county, nonprofit groups, cities, counties, special purpose districts or tribes for the purpose of water quality improvement projects within the King County wastewater service area, will also be eligible to receive funding.

3.  Ordinance 18031 established the grant award criteria and process for the WaterWorks grant program in accordance with Ordinance 17941, Section 110, Proviso P2.  Attachment A to this ordinance, amends the adopted process for implementation of the WaterWorks grant program.

4.  This ordinance alters the composition of the WaterWorks grant ranking committee and allows the council to specify additional priorities for evaluating applications by motion each year.

                     BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:

                     SECTION 1.  Ordinance 18031, Section 1, is hereby amended to read as follows:

                     The WaterWorks Grants Program Implementation Guidelines, dated January 26, 2016, which is Attachment A to ((Ordinance 10831 and establishes the grant award

process and criteria for the WaterWorks grant program)) this ordinance, is hereby adopted.
