A MOTION committing to collaboration by King County with 4Culture on an arts, preservation and cultural equity program to promote "one county" and equity and social justice goals.

                     WHEREAS, King County has adopted a Strategic Plan - "Working Together for One King County," and

                     WHEREAS, King County has transformed its work on equity and social justice from an initiative to an integrated effort that applies the countywide strategic plan's principle of "fair and just" intentionally in all the county does in order to achieve equitable opportunities for all people, and

                     WHEREAS, in order to truly become "one county" it is critical to engage all communities in a manner that promotes and fosters trust among people across geographic, race, class and gender lines resulting in more effective policies, processes and services, and

                     WHEREAS, 4Culture strives to address equity and social justice consistent with the goals of King County, and

                     WHEREAS, arts, preservation and cultural organizations add to the economic vibrancy of the region including playing a central role in our economy, and benefiting local businesses, residents and tourists, and

                     WHEREAS, King County and 4Culture have successfully partnered in the creation of the Building for Culture Program, and

                     WHEREAS, the success of arts, preservation and cultural organizations depends on the ability of all people and all communities to contribute and to the removal of barriers that limit the ability of community members to fulfill their potential; and

                     WHEREAS, King County and 4Culture recognize that the growing diversity of the population of King County positively creates opportunities for all residents of the county to experience the cultural traditions and forms of expression that are specific to new communities, thereby increasing understanding of our commonalities, not our differences, and

                     WHEREAS, King County and 4Cuture are jointly committed to furtherance of implementing "one county" goals in a manner that integrates arts, preservation and cultural equity and to work toward fairness and opportunity for all, and

                     WHEREAS, strategic infusions of either operating or capital funding can make the difference between success or failure of an arts, preservation or cultural organization, and

                     WHEREAS, 4Culture is committed to reserving one million dollars of its funds for the future implementation of an arts, preservation and cultural equity program;

                     NOW, THEREFORE, BE IT MOVED by the Council of King County:

                     A.  King County is committed to working with 4Culture as partners on an arts, preservation and cultural equity program to be administered by 4Culture.

                     B.  King County respectfully asks 4Culture to collaborate with the county in developing a plan to ensure that historically underserved local arts, preservation and cultural organizations throughout King County have the ability to thrive, and reserving one million dollars in 4Culture's financial plan to achieve the plan.

                     C.  King County further respectfully requests the 4Culture Board to develop a plan for implementation to be transmitted to the county council by motion by March 1, 2016, on how to utilize that one-million-dollar reserve to provide grant funding, for

operational or capital activities, or a combination or both, in support of arts, preservation or cultural activities and furtherance of "one county" and equity and social justice goals.
