STATEMENT OF FACTS:

1.  Strategy 3.2.1 of the King County Metro Transit Strategic Plan for Public Transportation 2011- 2021, adopted on August 30, 2013, identifies the desire to support the expansion of services to accommodate the region’s growing population and serve new transit markets.

2.  Strategy 3.2.2 of the Strategic Plan calls for the coordination and development of services and facilities with other providers to create an integrated and efficient regional transportation network.

3.  The Central Puget Sound Regional Transit Authority (Sound Transit) was formed in 1993.  In 1996, voters authorized the imposition of sales and motor vehicle excise taxes to support Sound Move, a plan for the development of a regional, high-capacity transit system comprised of express bus, computer rail and light rail service.

4.  Sound Move contemplated that ST Express bus service would be operated by local transit agencies, including Pierce Transit, Community Transit and King County Metro, in order to provide integrated, seamless and efficient bus service utilizing the expertise of those agencies.

5.  King County Metro has contributed its considerable expertise in the administration, operation and maintenance of public transit service to the operation of ST Express bus service since 1999.  The agreement defines the terms and conditions under which King County will continue to provide for the administration, operation and maintenance of ST Express bus service.

BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:

                     SECTION 1.  The county executive is hereby authorized to execute, substantially

in the form of Attachment A to this ordinance, an agreement between King County and Sound Transit for ST Express bus service operations and maintenance.
