A MOTION approving the report on updated policies and procedures for electronic payment fees in response to the 2015/2016 Biennial Budget Ordinance, Ordinance 17941, Section 117, Proviso P1, finance and business operations.

WHEREAS, the 2015/2016 Biennial Budget Ordinance, Ordinance 17941, Section 117, Proviso P1, related to finance and business operations , states that $200,000 shall not be expended or encumbered until the executive transmits by motion a report on updated policies and procedures for electronic payment fees, and the council approves the report and passes the motion, and
WHEREAS, the council requested the report March 31, 2015, and
WHEREAS, the executive requested an extension of the report on updated policies and procedures for electronic payment fees to June 30, 2015, to better align the report with the planned deliverables of the Electronic Payments Expansion Project during the first half of 2015, and
WHEREAS the report on updated policies and procedures for electronic payment fees has been prepared by the finance and business operations division of the department of executive services, in consultation with the steering committee for the Electronic Payments Expansion Project, and
WHEREAS, the executive has transmitted to the council a report that contains the required information responding to Ordinance 17941, Section 117, Proviso P1, including:
1. Any state statutes regarding electronic payment;
2. Recommended fee and cost recovery principles for electronic payments;
3. Recommended policies for determining the need for granting exceptions for electronic fee payment policies; and
4. Analysis of fee payment policies specific to the following projects:
a. Records and licensing software application replacement project;
b. Department of judicial administration Superior Court Management Information System (SCOMIS) replacement;
c. Parks facilities scheduling system replacemen...
