Title

A RESOLUTION relating to the operations and finances of the King County Flood Control Zone District; authorizing the expenditure of District funds for projects and activities in Water Resource Inventory Areas 8, 9, the Snoqualmie watershed and the King County portions of WRIA 10.

Body

WHEREAS, the King County Flood Control Zone District’s ("District") comprehensive plan prioritizes expanded partnerships and collaborations with watershed forums; and

                       WHEREAS, the District’s comprehensive plan emphasizes the consideration of fish and wildlife habitat when managing flood-risk; and

WHEREAS, the District seeks to protect public safety and promote the recovery of native salmon species; and

WHEREAS, the District adopts an annual work program, budget, operating budget for King County, capital budget, and six-year capital improvement program pursuant to chapter 86.15 RCW; and

WHEREAS, the District desires to continue funding watershed resource inventory area ("WRIA") activities and projects, that are identified using a process for awarding WRIA grants in which the WRIA forums made grant recommendations to the District and the King County Water and Land Resources Division administers the grant processes; and

                     WHEREAS, in establishing the District’s 2015 budget, the District provided $4,227,272 million in funding for projects and activities in WRIA’s 7 (Snoqualmie Watershed portion) 8, 9 and 10 (King County portion);

                     WHEREAS, carry-forward funds of $225,283 and returned grant funds of $3,974 in  WRIA 8  are available for grants in 2015; now, therefore

                     BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF THE KING COUNTY FLOOD CONTROL ZONE DISTRICT:

                     SECTION 1.  The WRIA forums shall consider giving priority to fish and wildlife habitat restoration projects that are integrated into larger multi-benefit projects.

                     SECTION 2.  The Board authorizes the funding of water quality and water resources and habitat restoration projects and activities, as follows:

A.                     Snoqualmie Watershed (King County of WRIA 7) - $839,059, as shown on

Attachment A of this resolution;

                     B.  WRIA 8 - $1,814,484 million, as shown on Attachment B of this resolution;

                     C.  WRIA 9 - $1,585,227 million, as shown on Attachment C of this resolution; and

                     D. WRIA 10 (King County portion) - $217,705, as shown on Attachment D of this resolution.
