STATEMENT OF FACTS:
1. King County, a home rule charter county and political subdivision of the state of Washington, is the owner of the property known as Ravensdale park, located at Southeast Kent Kangley Road and 272nd Avenue South, Ravensdale, Washington.
2. The Ravensdale Park Foundation is a nonprofit Washington corporation that is tax-exempt under Title 26 U.S.C. Sec. 501(c)(3) of the Internal Revenue Code of 1986 and is a community-based organization whose mission is to steward the Ravensdale Park Master Plan on behalf of public users and other stakeholders at Ravensdale park. The foundation represents the public interest of: public youth soccer, public youth baseball, public youth lacrosse and public youth football; passive recreation; and other park stakeholders.
3. The foundation has demonstrated its experience, ability and resources to develop synthetic ballfields and related infrastructure at Ravensdale park through the work it performed pursuant to a 2011 community partnerships and grants agreement ("Phase 1 Improvements"), which included the design and construction of two synthetic fields.
4. King County has determined that synthetic baseball fields and other public recreation amenities ("Phase 2 Improvements") at Ravensdale park will have significant rural recreational value. The Phase 2 Improvements will allow for multiple public uses and users throughout the year, thus increasing public access and utilization of park facilities.
